The procedure for carrying out the licensed integrated examinations (hereinafter – the exam, the license examination) is based on the current normative base, drawn up taking into account the experience of the state organization “Center for testing the professional competence of specialists with higher education in the areas of training” Medicine “and” Pharmacy “under the Ministry of Health Ukraine “, Procedure for conducting external independent evaluation and monitoring of the quality of education, approved by the Resolution of the Cabinet of Ministers of Ukraine dated August 25, 2004 No. 1095 (in the wording of the Decree of the Cabinet of Ministers of Ukraine dated July 8, 2015, No. 533) and the experience of the National Board of Medical Examiners of the United States of America (NBME), the British Medical Association (GMC UK), the US Testing Center (ETC GRE-test ), The Association of Medical Colleges of the USA (IRU), the British Center for Testing (OET Center).

This Procedure takes into account the principles laid down in the Ethical Code of the Doctor of Ukraine, approved by Resolution No. 3 of the meeting of the Academic Medical Council of the Ministry of Health of Ukraine dated August 28, 2009 and the letter of approval of the Deputy Minister of Health of A. Linchevsky dated April 12, 2017


1. General information

1.1. This Procedure defines the basic principles for conducting the “Krok” test examinations of license integrated examinations (hereinafter – licensed exams) as a form of external evaluation of the level of professional competence of students of higher educational institutions that train specialists in the field of knowledge of “health care” at the Private Higher Educational Institution “International Academy of Ecology and Medicine” (hereinafter the Academy).

1.2. The main organizational and technological measures for the preparation and conduction of licensed integrated examinations are carried out by the State organization “Center for testing the professional competence of specialists with higher education in the areas of training” Medicine “and” Pharmacy “under the Ministry of Health of Ukraine” (hereinafter referred to as the Testing Center).

The testing center was established by the Ministry of Health of Ukraine (hereinafter – the Ministry of Health of Ukraine) to implement the “Agreement on cooperation in the field of the introduction of a licensed medical examination in Ukraine”, concluded between the Ministry of Health of Ukraine and the National Medical Examiner Council (USA) on September 8, 1997, Of Ukraine dated October 18, 1997 No. 1166/97 “On Main Directions of Social Policy for 1997-2000”, Resolution of the Cabinet of Ministers of Ukraine of April 2, 1998, No. 422 “On Measures for the Implementation of the Basic Directions of Social Policy in 1998-2000”. The testing center is a specially authorized state organization for the implementation of the monitoring functions of the Ministry of Health of Ukraine regarding the quality of training of health professionals.

1.3. Licensing exams are conducted in accordance with the System Regulation Licensed integrated examinations of specialists with higher education in the areas of Medicine and Pharmacy, approved by the Order of the Ministry of Health of Ukraine dated August 14, 1998, No. 251, registered with the Ministry of Justice of Ukraine on September 11, 1998, No. 563/3003; Regulations on the organization and procedure for conducting state certification of students, approved by the order of the Ministry of Health of Ukraine of January 31, 2005 No. 53, registered with the Ministry of Justice of Ukraine on February 17, 2005 No. 244/10524; Order of the Ministry of Health of Ukraine of January 15, 1999, No. 7 “On Measures to Implement the Order of the Ministry of Health of Ukraine of August 14, 1998, No. 251” On Approval of the provisions on the system of licensed integrated examinations of specialists with higher education in the fields of Medicine and Pharmacy.

1.4. Licensed examinations are carried out on the basis of pedagogical testing technologies, conducted in written (blank) test or computer forms. Examination test consists of 200 test tasks, which have undergone a professional examination. The duration of testing for Ukrainian citizens is 1 minute per test task. Students to citizens of foreign states and stateless persons are given additional time (40 minutes) for testing.

1.5. Responsibility for organizing and conducting licensing exams is attributed to the Vice-Rector for Educational and Methodological Work and the Dean’s Office of the Faculty of Medicine of the Academy.

1.6. Responsibility for observance of the procedure for carrying out the license examination is assigned to the representative of the Academy according to the order of the rector of the Academy.

1.7. The testing process is the object of photographic, audio, video recording. Each audience holding a licensed exam must be equipped with video cameras so that the resulting image covers at least 95% of the audience. Technical support and support are provided by the Academy’s staff, according to the rector’s order, for each attempt of the exam.

1.8. The schedule of conducting the test exams of licensed exams, which is annually approved by the Ministry of Health of Ukraine as well as the schedule of repeated re-assignments, is presented to the students of the Academy by the Dean’s Office of the Faculty of Medicine.

2. The rights and obligations of the persons who make the license exams

2.1. The licensed exam involves students who, at the submission of the Academy, are registered with the Testing Center in accordance with the established procedure in accordance with the submission. The reason for submitting is the order of the rector of the Academy, which is issued in accordance with the Memorandum of the Dean of the Faculty of Medicine as the conclusion of the admission of the student (students) with the approval of the Vice-Rector for educational work (or a person who substitutes it) with the addition of supporting written material, which is the basis for the compilation CROC-1,2 licensed exam.

To this end, the dean’s staff is obliged to carry out verification activities for the admission of the student (students) to the license examination and to clarify that the person admitted: – is really a student (or the last period studied as a student) MAEM (according to the data of the UNESCO); – there is no academic debt for mastering the curriculum; – there is no financial debt in accordance with contractual relations between students and the Academy; – presence of the certificate “KROK-1” (when preparing the license exam “KROK-2”).

On the basis of an order issued by the rector of the Academy with students admitted to the second and third attempts at “KROK-1” and a repeated attempt “KROK-2” for the licensing exams, contracts are concluded (responsible contractual department) and payment is made in the amount of money that is approved by the decision of the Academic Council of the Academy and approved by the corresponding order of the rector of the Academy. Lack of payment according to the contract as well as the absence of the contract itself between the student and the Academy is the reason for not allowing the student to pass the licensed exam “KROK-1” (second and third attempts) and the exam “KROK-2” (repeated attempt). 2.2. A student participating in a licensed exam has the right to perform tests on an approved schedule, to receive results and to file an appeal to confirm the test score in the prescribed manner. Control and execution procedure is carried out by the dean’s office of the medical faculty. 2.3. The results of licensing exams are passed to the students after they are received by the Academy from the testing center.

Issuance of certificates and maintenance of the Certificate Register is carried out by the Testing Center. Upon receipt of certificates by the order of the rector, the responsible person is determined and responsible for their issuance to the students.

2.4. The Dean’s Office of the Faculty of Medicine informs the student in writing about his duties. A student must and must know:

• to familiarize with the Procedure for carrying out the license examination; • To arrive in time for the exam and have a passport with you; • Follow the instructions and requirements of the representative of the Testing Center who is conducting the exam; • After completing the test, return the response form and the examination booklet to the representative of the Testing Center who is taking the exam; • not to carry dangerous objects and substances to the audiences that can pose a threat to the life and health of test participants; Do not violate this Order. • During the time allowed for the examination test, the student must:

• Do not interfere with other students (intern) to work on the test, as well as the persons responsible for carrying out the licensed exam, to perform their duties; do not violate discipline; • not to communicate with other students (interns), not to pass on any items and materials, including examinations; not to disclose in any form information about the contents of the test tasks until the completion of the exam; • not use and have no means of communication, devices for reading, processing, storing and reproducing information, printed and handwritten materials not provided for by the testing procedure.

Student voluntarily (without the permission of the representative of the Testing Center) can not leave the audience during the licensed exam. If the student is required to leave the audience for feeding the baby, to the toilet, for medical evidence (if there is confirmation and prior written notification to the higher educational institution of the testing center), etc., he must notify the representative of the Testing Center and get permission. The student’s departure and duration are recorded in the Examination Certificate.

After returning to the audience, the police officer of the National Police Protection Service of Ukraine performs re-control of the presence of prohibited technical means by means of a metal detector or other technical device.

For students who were allowed to leave the audience during the exam, additional seats in the audience should be provided.

During the exam students are not allowed to carry with themselves and use any auxiliary materials, including means of communication, readers, processing, preservation and reproduction of information, paper, printed materials and manuscripts not provided for by the testing procedure. Violation of requirements stipulated in clause 2.4. is the reason for the termination of the exam for the students of the offenders, which should be drawn up by the relevant Act, signed by the representative of the University and the Testing Center. The student’s blank for which the exam was terminated due to a violation of the exam preparation procedure is canceled, and the student receives the result of the exam at “0”.

2.5. In case of violation of the requirements stipulated in Clause 2.4 the student is deprived of the right to continue work on the examination test and at the request of the representative of the Testing Center, must submit a response form and leave the audience in which the testing is recorded in the Act of the licensing exam.

The student’s response form is not checked, he receives the result “0” (“failed”).

3. The role of licensing examiners

3.1. According to the current legislation, the subjects of administering licensed exams are: • Ministry of Health of Ukraine; • State organization “Center for testing the professional competence of specialists with higher education in the areas of training” Medicine “and” Pharmacy “under the Ministry of Health of Ukraine”; • Higher educational institutions that train specialists in the field of knowledge “health * health” and institutions of postgraduate education of these specialists;

3.2. Powers of licensing examiners.

3.2.1. Ministry of Health of Ukraine:

annually approves the schedule of licensing exams;

Annually approves the values ​​of the criterion “made up”;

monitors compliance with the licensing examination procedure;

Carries out measures to improve the quality of students’ training at universities by the results of licensed exams as a form of external evaluation of professional competence;

carries out other powers stipulated by the current legislation of Ukraine.

3.2.2. Testing Center:

• Carries out organizational and technological preparation and conducting of licensed exams; develops and implements a set of software that is used in the process of organizing and conducting licensed exams;

• Approves the expert examination committee developed by the experts of the structure of the content of the test exams “Step” of licensed integrated examinations;

• forms the national banks of licensed exams, organizes their replenishment by involving universities to write test assignments, organizes professional, after examination and other types of examination of test tasks;

• Carries out the preparation, printing and duplication of the examination booklets required for conducting license examinations, ensuring the requirements of confidentiality and preventing unauthorized access of third parties to confidential materials and information;

• organizes student registration for licensing exams at the university’s submission;

• maintains and maintains a database of students, results of license examinations and certificates, is its owner in accordance with the Law of Ukraine “On Protection of Personal Data”;

• defines the requirements for arranging audiences holding license examinations;

• Involves the State Courier Service for the delivery of exam materials to the University and (or) carries out other activities for such delivery with the requirements of confidentiality and prevention of unauthorized access of third parties to confidential materials and information;

• Involves the Police of the National Police of Ukraine in order to ensure order and public safety, as well as to control the presence of prohibited technical equipment in the classrooms during the licensed exams. The powers of the police guard representative are determined by the Instruction on the protection of points of external independent assessment by the police officers of the National Police of Ukraine, approved by the Order of the Ministry of Education and Science of Ukraine dated March 18, 2016, No. 288/189;

• tests students for different tests for different categories of students, can use different test options;

• processes the examination forms of responses, determines and publishes the results of licensed exams, observing the requirements of this Procedure;

• develops and publishes information materials based on the results of licensing exams;

• performs registration and issuance of certificates on the results of licensing examinations;

• assigns the date and place of the re-assembly; reviews appeals for the confirmation of the test score; Cancellation of the results of the licensed exam in agreement with the Ministry of Health of Ukraine in case of unauthorized access to the examination booklet;

• determines and analyzes the statistical indicators of the test results and, in the event of their disability, informs the Ministry of Health of Ukraine;

• Carries out other powers stipulated by the current legislation of Ukraine.

3.2.3. Management and Dean’s Office of the Faculty of Medicine of the Academy:

• promote the dissemination of information about the purpose and procedure for conducting licensed exams;

• provide qualitative training for students in licensing exams;

• ensure annual replenishment of the bank’s test tasks for licensed exams; ensure the participation of expert lecturers in the professional, after exam and other types of examination of test materials;

• submit to the Testing Center the registration data of the students for their registration for the licensing exams;

• Allocate students into classrooms, which will conduct licensed exams in accordance with the requirements of the Testing Center, create safe conditions for test participants;

• Organize the provision, if necessary, of medical assistance to students who make licensed exams;

• create an electronic and written database of students participating in licensing exams “KROK-1,2”. The Dean of the Faculty of Medicine is personally responsible for the timely submission of relevant and reliable information.

4. Interaction of the Academy and the Testing Center

to register students for the licensing exams

4.1. Student registration is carried out by the Testing Center at the university’s submission. Student enrollment begins three months before the exam and ends no later than four weeks before the exam.

4.2. The Academy, which has a license for the training of specialists in the relevant field, submits to the Testing Center within the terms, in the manner and in the form determined by the Testing Center:

an order for the registration of students for the examination, which is submitted to the form of the university (or sheets certified by the registration stamp of the university) in accordance with the template determined by the Center for testing. Each page of the order is confirmed by the personal signature of the rector (director) and the seal of the university;

a registration form containing information about each student for identification in the database (electronically in the format of spreadsheets according to the template testing center defined);

an accompanying letter stating the distribution of students by class, taking into account that the exam for one category of students takes place in one shift, and the students are placed in the classrooms through one seat.

Data on students in the order must match the information submitted electronically. The original order must be sent to the Testing Center by registered mail or transmitted personally. If a student is not included in one of the registration documents, the Testing Center does not register and does not allow the exam to be conducted.

4.3. Information about the registered student is entered into the Testing Center database for further processing and personalization of the results of the licensing exams. This student is assigned an identification code (student ID).

4.4. Changes to the registration data of students entered in the database of the Testing Center are made solely on the basis of a written order for the change of student registration data exclusively by order of the rector of the Academy.

4.5. In case of necessity to create special conditions for the licensing examination to persons who have diseases that may be an obstacle to its compilation, the higher educational establishments, in addition to the documents specified in clause 4.2 of this section, provide the conclusion of the health care institution about the need to create special conditions.

4.6. The testing center may refuse a university to register a student. The reason for such a decision is:

• improper registration of a set of registration documents;

• the impossibility of creating special conditions for passing the test according to the conclusion of the health care institution;

• submission of an order after the established deadline;

• violation of the requirements of the current regulatory framework.

5. Features of admission and participation of students in licensing exams 5.1. Students will be admitted to the “Step 1” exam by order of the Academy only subject to the absence of arrears on the implementation of the curriculum, in particular from the disciplines “Step 1”. Students who were not admitted to the exam in connection with the failure to complete the curriculum are considered to have failed to appear on the exam without a valid reason. They get the result of “0”, and this result is counted as the first (second / third) attempt to pass the licensed exam.

Such students do not have the right to take additional examinations “Step 1”. After liquidation of the debt in due time, the admission to the exam “Step 1” is issued by a separate order of the Academy, a copy of which is transferred to the Testing Center for the registration and subsequent completion of the license examination.

5.2. Students are allowed to take the “Step 2” exam only in the absence of arrears on the implementation of the curriculum and the availability of certificates for the licensing exam “Step 1”.

5.3. Students who have been updated to study in accordance with the order of the rector of the Academy in accordance with the current normative framework and must make the licensed integrated exam as an academic debt must be registered at the Testing Center in the prescribed manner. The order of the rector of the Academy on admission of such students to the Academy must be submitted to the Testing Center together with their registration data.

5.4. Students who were awarded or received an academic leave before conducting a licensed exam are removed from the list of registered students and are not considered to have appeared. Information about deductions or academic leave must reach the Testing Center no later than a day before the licensing exam and be accompanied by relevant documents. Accompanying documents that are the basis for removing students from the list of registered students include:

• Letter from the Academy to the Testing Center in an arbitrary form with the request to remove these students from registration as a result of deduction or receipt of an academic leave signed by the rector (or vice rector), certified by the seal of the Academy;

• a copy of the order (orders) on deduction or provision of academic leave, certified by the seal of the Academy in the prescribed manner.

If this is the case with the “Step 1” exam, these students may not participate in the next reclassification in the current academic year.

5.5 Students (with the exception of those deducted or those who are on academic leave) who were enrolled in the licensing exam but were absent from the exam during the course of the course, receive the result “0”, which is taken into account in the overall result of the Academy.

Students must submit to the Testing Center documents confirming the reason for the absence within 3 (three) days after the exam. A certificate for students confirming a valid reason is a properly documented certificate from the student polyclinic (or confirmed by the student polyclinic) regarding temporary disability (registration is carried out in accordance with clause 2.16 of the Order of the Ministry of Health of Ukraine dated November 13, 2001 No. 455 “On Approval of the Instruction on the Procedure for Issuance documents proving temporary disability of citizens “, registered in the Ministry of Justice of Ukraine on December 4, 2001, No. 1005/6196 (with amendments and supplements), according to which the temporary incapacity of students of higher educational institutions is certified by a certified copy of the disability certificate or certificate of the established form (Form number 9595 / o), approved by the order of the Ministry of Health of Ukraine of 14.02.2012 № 110 “On Approval of Forms of Primary Accounting Documentation and Instructions for their filling, used in health care institutions irrespective of the form of ownership and subordination, “registered with the Ministry of Justice of Ukraine on April 28, 2012 under the number 661/20974, an extract from the outpatient medical card (with statinary) patient number 027/0 forms;

5.6. Students who have given the appropriate certificate within the specified time period, the result “0” is canceled and they are given the opportunity to pass the license examination within the term determined by the Testing Center. 5.7. Students who have not given the certificate or provided it after a three-day term are considered to have not appeared for the exam without a valid reason.

5.8. Students who, for good reason, can not be tested on a scheduled test in a general audience for their health, as evidenced by an appropriate statement and by the letter of the Academy, signed by the rector or vice-rector, stamped, can take the exam in the hospital on the test day or at the Testing Center for individual schedule. An individual form of the exam is issued an act of the appropriate form.

5.9. For students with special needs it is possible to create special conditions for the licensing exam. The terms of the licensing exam are determined individually for each student individually, depending on the nature of the restrictions and the state of health at the time of the exam, which is documented.

5.10 The licensing exam is provided by representatives of the Testing Center and the responsible persons of the Academy, which are approved by the order of the rector.


6. Results of licensed exams

6.1. The result of the licensed exam is presented in qualitative and quantitative forms.

6.2. The qualitative result of the licensed exam submitted as “Formulated” / “Not made” is based on the requirements regarding the professional competence of a specialist in accordance with the state standards of higher education in Ukraine. Values ​​of the criterion “made up” are approved by the Ministry of Health of Ukraine.

The quantitative result of the licensed exam is presented in the multi-point scale of the licensed exam (MLI score) with an average score of 200 and a standard deviation of 20, ie varying in the range from 140 to 260 points.

6.3. As a result of licensing exams, the Testing Center prepares reporting forms, the list of which is approved by the Testing Center.

6.4. The official publication of the results of the students of the licensed exam is carried out by the Testing Center within 14 days by electronic informing the Academy at the official address, which during the course of the day are presented by the Dean of the Faculty of Medicine to the students who took part in the licensing exam (CRIC-1,2).

6.5. The results of the licensed exam are entered into the database of the Testing Center and the electronic database at the Dean’s Office of the Faculty of Medicine.

6.6. When successfully completing a licensed exam, a student will be issued with the appropriate certificate. Registration and issuance of certificates are carried out within 30 days from the date of the publication of the results of the exam. In case of unsuccessful completion of the license examination, the student is admitted to the following stages of certification.

6.7. The certificate is entered in the register of certificates of specialists in higher education in the directions of training “Medicine” and “Pharmacy” and is an appendix to the document on higher education of the corresponding educational level of certain areas of training. Certificates are issued to the authorized representative of the Academy, which is recorded in the corresponding journal.

6.8. In the event of loss or damage to the Certificate, a duplicate of the Certificate may be issued to the student upon filing an application to the Testing Center of the Academy Administration (hereinafter referred to as the petition). The duplicate of the certificate may be issued to the student personally or to the representative of the Academy administration in the presence of a petition and a passport.

6.9. Based on the results of each exam within 30 days from the date of the publication of the test results, the Testing Center prepares the Analytical Reference on the results of the licensing exam and publishes it on its website.


7. Cancellation and Cancellation of Licensed Examinations

7.1. In case of violation of the Examination Procedure, the representative of the Testing Center may terminate the examination for the student in cases specified in Clause 2.4, as well as:

• Identification of any technical means of communication, devices for reading, processing, storing, reproducing information, printed or handwritten materials not provided for by the testing procedure during the examination at the student or at his workplace;

• performing the test not at the workplace determined by the representative of the testing center;

• performing the test by another person; • communication in the process of working on a test with other students;

• Writing answers to test assignments for another student;

• damaging student response forms, which prevents their automated processing;

• Failure to return the test response forms to the Testing Center representative after the time allowed for the test to be completed.

The decision on cancellation of the results is taken by the Testing Center on the basis of records of violation of the Procedure for carrying out the license examination made in the Certificate of Execution, which is signed by the representative of the University and the Testing Center, as well as on the basis of the revealed violation of the Procedure for conducting the exam based on the results of video surveillance.

7.2. In case of finding out the unauthorized access to the questions of the exam booklet:

• before the beginning of the licensed exam – a test for students who were to be tested on this test is not conducted and another date for its completion is appointed;

• after the start of the licensed exam before the time of its completion – the results of the exam for students who were to be tested on this test, are not made public and a different date for its compilation is appointed. In these cases, the Testing Center prepares the relevant Act and promptly informs the Academy and the Ministry of Health of Ukraine. If necessary, the Testing Center carries out an official investigation and addresses the law enforcement agencies.


8. Appeal procedure

8.1. The student has the right to appeal against the confirmation of the test score (hereinafter – the appeal). Examination of appeals is carried out by the Testing Center.

8.2. Persons who passed the test and received the “failed” result may file an appeal. Appeals against the removal of the examiners tested as a result of procedural irregularities are not considered.

8.3. An appeal regarding a test score must be filed not later than 14 (fourteen) calendar days from the date of publication of the exam results personally or sent by registered letter. Appeals may be filed as persons for whom copies of blank forms were issued, and those for which copies were not issued.

8.4. The appeal is filed by filing a formal application addressed to the Director of the Testing Center. The appeal statement must contain the following information: the name of the examiner, the address of the place of residence, the name of the higher educational institution, the place of the exam (address and audience number), the name of the representative of the higher educational institution in the audience; an argumentation of the reasons giving rise to the application for appeal, a clear list of documents attached (if any).

8.5. The appeal application to the Testing Center must be certified by the rector of the Academy, where he is examining the exam.

8.6. All appeals are considered not later than 30 days from the date of publication of the results of the license examination in the presence of the examiners. Appeal review is to compare the response form to the exam with the protocol of its processing, on the basis of which the result is calculated.

8.7. After the appeal, the examiner and representative of the Testing Center sign an act of reconciliation of the results, which is final, which the dean’s office of the medical faculty of the Academy must submit to the student in writing (under the painting).

9. Reassembly and re-compiling of licensed exams

9.1. According to the current normative framework, students who received a poor rating on the test “Step 1” test, it is allowed to re-compile it no more than two times during the current semester.

9.2. The testing center has the right to reconcile license examinations in the specified date, to use different test options, including those formed from booklets of previous years. When using the open booklets located in the Academy, students who scored above the passing ball score the score at the level of the minimum passing ball.

The reassembly of the licensed exam is held no earlier than a week after the results of the examination are published. The reassessment of the licensed exam is reported by the Testing Center at the Academy with a letter.

9.3. Retraining is conducted at the Testing Center, if the number of students who did not pass the licensing exam in the Academy, 20 or less. 9.4. Students who have been unsatisfied with the “Step 2” test exam may re-enter it once a year earlier than one year in three years.

A student who did not pass a Standardized Test State Exam “Step 2”, repeatedly, is not allowed to further re-compilation without re-training. 9.5 A student who received an unsatisfactory rating on the test license exam «KROK-1» (according to the results of the first, second and third attempts) and «KROK-2» (the first attempt) on the submission of the dean of the medical faculty by the order of the rector are deducted from among the students of the Academy.
