I. GENERAL PROVISIONS

    1. The implementation of educational activities at the Private Higher Educational Establishment “International Academy of Ecology and Medicine” (thereinafter – the Academy) is carried out in accordance with the licenses of the Ministry of Education and Science of Ukraine (series AE No. 270728, date of issue 02.07.2013), minutes No. 27/1 of the meeting of Licensing Commission of the Ministry of Education and Science of Ukraine dated November 22, 2016, Order of the Ministry of Education and Science No. 1499-l dated November 25, 2016, minutes No. 27/2 of the meeting of the Licensing Commission of the Ministry of Education and Science of Ukraine dated November 22, 2016, Order No. 4499-l dated November 25, 2016.

        Accredited specialties (directions): 1201 Medicine 7.12010001 Medical Case (decision of the Accreditation Commission dated July 5, 2016, protocol No. 122; Order of the Ministry of Education and Science of Ukraine dated 06.07.2016 No. 806); 1201 Medicine 7.12010005 Dentistry (decision of the Accreditation Commission dated July 5, 2016, minutes No. 122; Order of the Ministry of Education and Science of Ukraine dated 06.07.2016 No. 806).

        2. The admission of foreign citizens to the International Academy of Ecology and Medicine is carried out on a competitive basis at the expense of individuals and legal entities (under contract conditions). The reason for the announcement of admission to higher education is the license of the Ministry of Education and Science of Ukraine and approved by the Academic Council the rules for admission of foreign citizens to the International Academy of Ecology and Medicine.

       3. The rules of admission of foreign citizens to the International Academy of Ecology and Medicine in 2019 (thereinafter the Rules) were developed by the Admission Committee of the International Academy of Ecology and Medicine in accordance with the Conditions of Admission to the Higher Education Establishments of Ukraine in 2019, approved Order of the Ministry of Education and Science of Ukraine dated October 11, 2018, No. 1096, Order of the Ministry of Education and Science of Ukraine “Some Issues of the Organization of the Recruitment and Training (Internship) of Foreigners and Stateless Persons” dated November 1, 2013 No. 1541, Order Ministry of Education and Science of Ukraine “Some Issues of Recognition in Ukraine of Foreign Documents on Education” dated May 05, 2015, No. 504.

        The rules for admitting foreign citizens to the International Academy of Ecology and Medicine in 2019 are approved by the Academic Council of the National Academy of Sciences of Ukraine “International Academy of Ecology and Medicine” (minutes No. 8 of April 24, 2019).

  4. The admission of foreign citizens admitted to the Academy is carried out by the admissions committee, the composition of which is approved by the order of the rector No. 92-OD dated November 01, 2018, which is its chairman. The admission commission acts in accordance with the Regulations on the admission committee of the National Academy of Sciences of Ukraine “International Academy of Ecology and Medicine”, approved by the Academic Council of the National Academy of Sciences of Ukraine “International Academy of Ecology and Medicine” (minutes No. 11 of April 23, 2018) in accordance with the Regulations on the Admission Committee of the Higher Educational Establishment approved by order of the Ministry of Education and Science of Ukraine dated October 15, 2015, No. 1085, registered with the Ministry of Justice of Ukraine on November 04, 2015 under No. 1353/27798. The Regulations on the Admission Committee of the Academy are published on its official website.

       The structural subdivision of the admissions committee is a selection committee, whose functions are related to the design of invitations.

     The rector of the International Academy of Ecology and Medicine provides the adherence to the legislation of Ukraine, including the conditions for admission to study at higher education Establishments of Ukraine in 2019 (Order of the Ministry of Education and Science of Ukraine dated October 11, 2018, No. 1096), Rules for admission to the International Academy of International Affairs Academy of Ecology and Medicine “, as well as the openness and transparency of the work of the admissions committee.

        5. The decision of the admissions committee, taken within its authority, is the basis for the issuance of a corresponding order by the head of the Establishment of higher education and / or the implementation of the procedures of the admission campaign.

6. In the Rules for admission to the International Academy of Ecology and Medicine in 2018, the terms are used in the following meanings:

Entrance examination is a form of admission test that involves evaluating the knowledge, skills and abilities of an entrant from a competitive subject, whose results are credited to the competition ball of the entrant, or the admission is allowed for participation in the competitive selection or other introductory competitive tests;

Applicant – a person who has submitted an application for admission to participate in a competitive selection for a particular competitive bid to a higher education Establishment;

The only state-owned electronic educational base (thereinafter referred to as the Unified Database) is an automated system whose functions are collecting, verifying, processing, storing and protecting information about the education system. In the course of admission to the Establishments of higher education of Ukraine in 2019, the software of the Uniform Base provides the possibility of filing (registration) and consideration of applications for admittance , participation in the competitive selection for higher education Establishments, the formation of rating lists of entrants, lists of entrants recommended for enrollment to Establishments of higher education, targeted placement of budget places for admission of applicants for higher education and orders for enrollment for studying at higher education Establishments in the manner and in time. These Terms are stipulated;

Competitive proposal (competition) – a proposal of the Establishment of higher education regarding the number of places for admission to a certain level of higher education, specialty (specialization, educational program, etc. within the specialty), the form of education, the course, the term of study, on the basis of the acquired educational level;

Competitive point – a comprehensive assessment of the achievements of the entrant, which is calculated on the results of entrance exams in accordance with the Rules of admission;

Competitive selection – the procedure for selecting candidates for competitive tenders based on the competition points;

Competitive subject (discipline) the level of educational achievements of which is taken into account when conducting a competitive selection for studying at a higher educational Establishment;

list of entrants – a list of entrants on the order of enrollment for studies on a competitive proposal, which is formed in accordance with the Rules of admission;

Technical error is a mistake made by an authorized person of the admission committee on acceptance and consideration of applications in the course of making the information about the entrant or applications to the Uniform base, which is confirmed by an act about the technical error;

           7. Other terms are used in the meanings given in the Law of Ukraine ” about Higher Education”.

II. ADMISSION TO STUDY FOR HIGHER EDUCATION

1. Foreign citizens are admitted to obtain higher education degrees:

Persons who have completed a general secondary education or a bachelor’s or master’s degree (in non-medical specialties) – for obtaining a Master’s degree in medical science; persons who have obtained a master’s degree (an educational qualification level of a specialist) – for obtaining a degree of a doctor of philosophy.

For obtaining the degree of a doctor of philosophy on specialties of medical direction, persons who have obtained a master’s degree (educational qualification level of a specialist) from the corresponding specialty of medical direction are accepted.

2. Applicants are admitted to study from first year or other year on the basis of transfer.

3. The programs of entrance exams are determined by the Academy.  

4. Graduates who graduated from studying in connection with academic leave shall have the right to be renewed at the Academy to continue their studies for a master’s degree or an educational qualification level of a specialist in the same or related field of specialization.

         5. Admission to study is carried out in specialties (specializations) in accordance with the List of branches of knowledge and specialties, which are training the applicants of higher education, approved by the decision of the Cabinet of Ministers of Ukraine dated April 29, 2015, No. 266.

        6. In accordance with the Conditions of admission to study at higher education Establishments of Ukraine in 2019, admittance to the study is conducted on competitive offers that formulate a higher educational Establishment on their own. The Academy announces admission to study for a Master’s degree in medical science within the scope of the licensed volume of the following tenders:

– in specialty 1201 Medicine 7.12010001 Medical Case, the term of training is 6 years;

– in specialty 1201 Medicine 7.12010005 Dentistry, the term of training is 5 years.

7. In accordance with clause 6, paragraphs. No. 3 of the order of the Ministry of Education and Science “Some issues of the organization of recruitment and training (internship) of foreigners and stateless persons” dated November 1, 2013 under No. 1541, registered with the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536 and paragraph 6 pp. No. 3 of the Order of the Ministry of Education and Science “On Amendments to the Order of the Ministry of Education and Science dated November 1, 2013 under No. 1541” dated December 11, 2015, No. 1272, registered with the Ministry of Justice of Ukraine on January 1, 2016, No. 8/28138, Procedure of the Organization recruitment for studying (internship) of foreigners and stateless persons, includes: resumption of foreign students for studying the programs of the preparatory faculty, department (unit), for studying the state language and or language of instruction, as well as for obtaining an afterward term education, training, internships, in order to transfer and update – on the basis of a decision of the Establishment receiving commission on the results of her study documents “that does not contradict the legislation of Ukraine in the field of education.

        8. Foreigners and stateless persons permanently residing in Ukraine, persons granted refugee status in Ukraine, persons in need of additional or temporary protection, and persons who have been granted a status of a foreign Ukrainian and who are legally in Ukraine, have the right to obtain higher education either in Foreign or in local language with the citizens of Ukraine.

        9. Introduction to studying for obtaining a Master’s degree in medical field on the basis of completed general secondary education is considered to be admission simultaneously to a Bachelor’s and Master’s degree in accordance with the conditions of admission to study at higher education Establishments of Ukraine in 2019.

        10. For entrants who need to settle in a hostel at the time of admission to the Academy, one bed is placed for the period of filing documents to the admissions committee and examinations.

III. FEATURES OF ADMISSION TO STUDY AT ACADEMY

FOREIGNERS AND STATELESS PERSONS

1. Admission to study in higher education Establishments of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Foreign Ukrainians”, “On Refugees and Persons in Need” additional or temporary protection “, by the Decree of the President of Ukraine dated 03 June 1994 No. 271″ On Measures for the Development of Economic Cooperation of the Oblasts of Ukraine with the Adjacent Regions of the Republic of Belarus and the Administrative-Territorial Units of the Republic of Moldova ” Cabinet of Ministers of Ukraine dated September 11, 2013 № 684 “Some issues of recruiting for the training of foreigners and stateless persons”, by the order of the Ministry of Education and Science of Ukraine dated November 1, 2013, No. 1541 “Some issues of the organization of recruitment and training (internship) of foreigners and persons without Citizenship “registered with the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536.

2. Foreigners and stateless persons (thereinafter referred to as foreigners) may obtain higher education at the Academy at the expense of individuals and or legal entities, unless otherwise provided by international agreements of Ukraine, the consent to be bound by the Verkhovna Rada of Ukraine, laws or agreements between Establishments of higher education about international academic mobility.

3. Foreigners that arrived in Ukraine for the purpose of studying, enter the Academy according to accredited educational programs (specialties).

Entry to the Academy of Foreigners Entrants for studying for the funds of individuals and / or legal entities is carried out:

1) Twice a year, before and at the beginning of academic semesters (but not later than on November 01 and March 1, respectively), for obtaining a master’s degree;

2) During the year for studying in graduate school, postgraduate studies, doctoral studies.

The admission board calculates the points / assessments of the admissions on the basis of the document on the previous education level. The minimum required for entry is the value of the average score of general subjects, of which the introductory test is conducted 6 points on a 12-point scale оr 60 points on a 100-point scale .

Enrollment of foreigners for studying at the Master’s degree in medical education on the basis of general education is based on the results of the entrance examinations in biology / chemistry, mathematics / physics and language of instruction in accordance with the schedule of work of the admissions committee and on the basis of the academic rights of continuing education provided by the document on the level of education obtained in the country of origin and taking into account the points of success giving the right to continue education at the next higher education level in accordance with the legislation of the country that issued the document on the acquired degree (level) of education.

Enrollment of foreigners for studying at the Master’s degree in medical education on the basis of the OCR of a junior specialist, a bachelor’s degree in the same specialty is carried out on the basis of the results of professional entrance examinations on anatomy, histology and language of instruction in accordance with the schedule of work of the admissions commission (until 30.10.2019 and until 28th. 02. 2019) and on the basis of the academic rights of continuing education provided by the document on the level of education obtained in the country of origin and taking into account the marks of success giving the right to continue education at the next level education according to the law of the country which issued the document about the obtained degree (level) education.

4. All categories of foreigners enrolled in studies are credited to the Academy on the basis of enrollment orders, which are formed in the Unified Base.

5. The requirements of the Academy regarding the correspondence of foreigners arriving to Ukraine for the purpose of studying, the conditions for admission to the relevant higher education levels, as well as the terms for accepting applications and documents, conducting entrance examinations and enrollment is specified in the Rules of admission (sections IV, V, VІ, VІІ) and published on the official website of the Academy.

          6. Admission of foreigners to study is based on:

– International treaties of Ukraine;

– National programs;

– Agreements concluded by the Academy, legal entities and individuals.

7. Admission to the Academy on the results of testing with a positive difference between the licensed amount of training foreign citizens and the number of applicants from among them is conducted on the rating list. Provided that the same rating ball is present, they have the advantage:

1) Entrants with a higher average grade of the certificate;

2) Entrants with a higher average grade of the preparatory faculty;

3) Entrants with secondary medical education;

4) Entrants who have medical experience;

5) Entrants who get a second higher education.

IV. AMOUNT OF RECEPTION

1. Admission to the Academy for training is carried out within the scope of licensed volume for each specialty. Excess of the licensed volume is allowed in the case of continuing education by persons who made a break in the training for reasons determined by law, as well as in cases provided by a court decision (paragraph No. 7 of the Decree of the Cabinet of Ministers of Ukraine No. 347 of 10.05.2018 and Resolution Cabinet of Ministers of Ukraine No. 1187 dated December 30, 2015.

The licensed amount for enrollment for higher education for each level of higher education and specialty is recorded for the calendar year running from January 01 to December 31.

V. Terms of acceptance of applications and documents, competitive selection and enrollment for studying.

1. To apply for studying to the Academy for the first year of Master’s degree in medical education on the basis of full secondary education in full-time education:

admission of applications and documents provided for in Section VI about Rules of admission to study at higher education establishments in 2019 and section VI Rules of admission to study at the Academy, starts on July 10, finishes at 6 pm on October 30;

Admission examinations are held from August 20 till 25 inclusive, from September 20 to 25 inclusive, and from October 24 to 29 inclusive.

2. Enrollment orders are issued not later than October 31.

3. Working hours of the admission committee of the Academy: Monday – Friday from 9:00 to 17:00;

July 10 – 30, 2019: Monday – Friday from 10:00 to 18:00;

Saturday – from 10:00 to 15:00.

VI. Procedure for accepting applications and documents for participation in the competitive selection

  1. Applicants submit applications only in paper form.

  2. An application in paper form should be submitted by the admission person or his authorized person personally to the admission committee of the Academy. The details of each application in paper form are registered by the authorized person of the admissions committee in the Uniform base on the day of acceptance of the application.

  3. In the application, the entrants indicate a competitive proposal specifying the specialty.

  4. Foreigners submit to the Academy the following documents:

1) the questionnaire of the established sample;

2) a copy of the document on education and obtained from the educational disciplines of assessment (points) and its translation into Ukrainian;

3) a document on the absence of HIV infection, unless otherwise provided by international treaties of Ukraine and its translation into Ukrainian;

4) a health certificate certified by an official health authority of the country from which the alien arrived and issued no later than two months before leaving for study in Ukraine and its translation into Ukrainian;

5) an insurance policy for the provision of emergency medical care (except for foreigners who have arrived from countries with whom agreements on the free provision of emergency medical care have been concluded);

6) a copy of the birth document and its translation into the Ukrainian language;

7) a copy of the identity document and its translation into the Ukrainian language;

8) 6 photographs as big as of 60 × 40 mm;

The documents referred to subparagraphs “2”, “4”, “6”, clause 4 must be fixed in accordance with the legislation of the country of their publications and legalized in the established manner, unless otherwise provided by international agreements of Ukraine.

5. All copies of documents are certified by the originals of the admission (selection) commission of the Academy. Copies of the identity document are not subject to certification. Copies of documents without presentation of originals are not accepted.

6. The admission board examines the applications and documents of the applicants and decides to admit to participation in the competitive selection for admission to the Academy within three working days after receipt of the results of entrance exams, but not later than the day following the day after the completion of the receipt of documents.

The fact of familiarizing the entrant with the Admission Rules, the existing license and the certificate of accreditation of the relevant educational program (direction of training, specialty) are recorded in the application of the apprentice and confirmed by his personal signature at the submission of the application in paper form.

7. When admitting the persons who submit a document on the degree (education) level of education acquired abroad (hereinafter referred as the Document), the procedure for recognizing and establishing the equivalence of the Document, carried out in accordance with the order of the Ministry of Education and Science of Ukraine of May 05, 2015 No. 504 “Some issues of recognition of foreign education documents in Ukraine “, registered with the Ministry of Justice of Ukraine on May 27, 2015, No. 614/27059

VII. COMPETITION SELECTION: ORGANIZATION AND CONDUCT

1. Competitive selection for obtaining the degrees of higher education in the Academy is carried out on the results of entrance exams (written tests):

1st competitive subject – English language;

2nd competitive subject – biology or chemistry;

The 3rd competitive subject is mathematics or physics.

2. Competitive selection is conducted on the basis of a competition score, which is calculated in accordance with the Rules of admission of foreign citizens for studying at the Academy.

3. The competition score is calculated as the arithmetic average of the points for the entrance exams, the results of which must not be less than 150 points (200-point scale).

Entrance examinations are conducted according to the programs reviewed and approved at the meeting of the admissions committee and approved at the meeting of the academic council. The chair of the admission committee approves the evaluation procedure based on the results of the entrance exam, which includes the structure of the final ball.

Entrance exam programs are published on the Academy website. The programs contain evaluation criteria, evaluation structure.

4. Persons who, for no valid reasons, did not appear at the entrance examinations in a timetable determined by the schedule, persons whose knowledge was assessed with scores below the minimum set by the Rules of admission, are not allowed to participate in the competitive selection. Reassembly of entrance examinations is not allowed.

5. Appeals against the results of entrance examinations conducted by the Academy are considered by the Appeal Commission of the Academy, the composition and procedure of which was approved by the order of the rector. Applications for familiarization with mistakes made in writing should be submitted personally to the entrants no later than the next working day after the announcement of the assessment of the entrance exam. Student’s acquaintance with written work is conducted no later than the next working day after the application is submitted. Appeal applications are filed on the day of review of the errors in the written work and are considered within the next two working days. An additional questioning or testing of entrants in the course of appeals is not allowed.

6. Entrance exams shall be conducted in accordance with the schedules of admission tests approved by the Chairman of the admissions committee.

Information about the results of entrance exams and other competitive indices are entered into the record of the entrant in the Uniform Base, are published on the information stand of the admissions committee.

7. The work of the apprentice, performed by them at the entrance exams, is kept in the personal affairs of the applicants of higher education. Work of apprentices who are not accepted for study, are stored at least one year, and then destroyed, what is the act.

8. By the decision of the admission commission, the results of the entrance exam on a competitive subject on admission to a particular competitive bid can be credited for participation in the competitive selection for another tender in the Academy.

9. In the case of a change of points from competitive subjects on the basis of the results of appeals, the admission committee, after the corresponding notification of the Single Base, makes the relevant changes in the documentation, recalculates the competition score.

10. The length of the entrance exam – written test – 60 minutes.

11. Evaluation criteria for entrance exams are approved by the chairpersons of the subject examination commissions and brought to the attention of the entrants (published on the official website) from the beginning of the receipt of documents. Criteria for evaluations are the only one from each discipline for all specialties and categories of entry.

12. Evaluations of entrance exams are announced the day after they are conducted. During the entrance exams, it is prohibited to use textbooks, manuals, other materials and technical equipment, etc. When used during the entrance examination – written testing – by third-party sources of information (including guidance), the admission without warning is eliminated from participation in them, as the act is drawn up. In his examination work, the teacher indicates the reason for removal and time. When checking such a job is decrypted and it is rated by scores below the minimum level (150) irrespective of the volume and content written.

13. Appeals on issues of elimination from testing are not considered.

14. The results of entrance examinations – written tests – according to the approved criteria are evaluated on a 200-point scale according to the following scheme:

200- points SYSTEM / 5- points SYSTEM

190-200 «5» (excellent)

170-189 “4” (good)

150-169 «3» (satisfactory)

Up to 149 “2” (unsatisfactory)

VIII. RANKING LISTS OF ENTRANTS AND RECOMMENDATIONS FOR ENROLLMENT

1. The rank list of entrants is formed on a competitive ball from the greater to the smaller.

2. The list of entrants should indicate:

degree of higher education, specialty, name of the tender, form of education;

surname, first name and patronymic of the entrant (passport data);

Entrance Competition Ball;

3. Rating lists are formed by the admissions committee and made public in full on the website of the Academy.

4. Lists of entrants recommended for enrollment should be approved by the decision of the admissions committee and made public by the placement of information boards of the admission commissions and the website of the Academy in accordance with the terms defined in section V of the Rules of admission.

The list of admissions recommended for enrollment is marked with the same data as in the admission rank list in accordance with paragraph 2 of this section.

5. Lists of the recommended for enrollment are updated upon fulfillment / non-fulfillment by the entrants for a Master’s degree in medical direction of the requirements for admission to study in accordance with Section IX of the Rules of admission, taking into account their priority in the rating list of admissions.

6. The official notification of the recommendation for admission shall be deemed to be the promulgation of a decision on the stands of the admission commissions of the Academy.

The decision of the admission committee on the recommendation for enrollment is also posted on the Academy website.

E-mail and mobile communications can be sent to incoming entrants.

IX. Implementation of the right of apprentices to elect the place of study

1. Persons taking part in the competitive selection, after acceptance by the admissions committee of the decision to recommend to the enrollment and publication by the rector of the Academy of the order of enrollment within the next two days, must conclude an Agreement on the provision of educational services and pay for the first semester of study at the Academy.

The submitted original documents are kept at the Academy throughout the entire period of study. An entrant who, after filing an application, but before fulfilling the requirements for enrollment, changed his surname, name, patronymic, additionally personally presents to the admission committee of the Establishment of higher education a certificate about the relevant changes and issued on the basis of a document certifying a person, information about which is entered into the Uniform Base.

2. Persons who received a recommendation for enrollment and in due time did not meet the requirements for enrollment, lose the right to enroll in the current year.

Persons who received a recommendation for enrollment and fulfilled the requirements for enrollment in due time, are subject for enrollment.

X. ADJUSTMENT OF THE LIST OF RECOMMENDED FOR ENROLLMENT

1. Entrants when enrolling in studies after the expiration of the period of admission of documents may change the specialty and form of education to another within the Academy (subject to the availability of the results of the necessary entrance examinations and in the presence of vacant seats licensed through the transfer of the application).

2. An agreement on the provision of educational services between the Academy and a physical (legal) person shall be concluded after the issuance of the enrollment order. If the contract is not concluded within two weeks from the date of issue of the enrollment order, this order is canceled in the part of the enrollment of this person. Payment for study is carried out in accordance with the contract concluded by the parties.

XI. ORDER OF ENROLLMENT, ADDITIONAL CONTEST

1. Orders for enrollment for studies shall be issued by the head of a higher education Establishment on the basis of a decision of the admissions committee. Orders for enrollment for studies with appendices to them are formed in the Uniform base and are published on the information stand of the admission committee and the website of the Academy in the form of a list enrolled in the terms set in section V of these Rules.

2. The decision of the admission committee on enrollment of the admission may be canceled by the admissions committee in case of detection of violations on the part of the admission provided for by paragraph 2 of section XII of these Rules of admission.

The enlisted persons may be removed from the enrollment order (the enrollment order is canceled in the part relating to this person) to the Academy at will, deducted from the Academy at their own discretion, in connection with which such persons return the documents submitted to them not later than the next the day after the filing of the application for deduction.

3. If a person has not entered into classes for no valid reasons within 10 calendar days from the date of their commencement, the enrollment order is canceled in the part relating to this person.

4. An additional competitive selection from the number of persons who took part in the competition for this tender offer may be held on the vacated (i) in the manner provided for in paragraphs 2, 3 of this section. Participation in the additional competitive selection according to the competition score is taken by the applicants who submitted an application for this tender and were admitted to the competition. In the absence of such applicants, the candidates for the vacant seats shall be credited with the candidates from the bids of the Academy, provided that the entrance examinations coincide by transferring the application (with the consent of the person) to another tender.

5. The procedure for crediting to the Academy at the expense of the funds of individuals and / or legal entities within the limits of the licensed volumes is provided for all applications submitted by the entrants.

6. Additional competitive selection is held until October 31; orders for enrollment of such persons are formed and submitted to the Uniform base.
